I do see someone on the Steam forums saying they can no longer access the DLC they bought. Regardless of how much the service interacted with the games themselves, with the dependencies, there was a big GFWL-shaped hole there that needed to be filled for the game to function normally. Removing GFWL from the non-GotY edition might also be a problem, considering the expansions were originally sold through GFWL. GFWL was basically a glorified UI add-on that let you get Xbox achievements and social features on PC. The way GFWL worked was by having the developers of implement dependencies for the game service into the individual games and having them work together. No one liked it and it went horribly, eventually shutting down in 2014. Its goal was to try and emulate the Xbox experience onto PCs. A few of you Xbox or PC gamers may remember a little game service called “Games For Windows Live (GFWL)” quite a few years back, like over a decade or so.
